I think for a SH his handling is very low though, so I would either keep looking or train him up a bit.

Agree handling is the handicap here - for a scrum half who sees so much ball compared to your other players you need more than satisfactory - and given he is 24 not a player I would focus any training on. You get good in game training on handling for your scrum half so try and get someone younger in there if you can
