I'm assuming that when a player "does not fulfill potential" then he's played out of position.
What is the case when he gets a "downward red arrow" because he "didn't play as well as expected" ?

Cross means his skillset would probably be better used elsewhere (or at least get a higher rating). Tick means his more or less in the right place.

Red and green arrows are down to the RNG (random number generator), and aren't controllable, it just says if the player had a good game.
